The Committee made far reaching recommendations in the direction of democratic decentralization and rural reconstruction. It pointed out that the community development programme was not successful because it failed to evoke local initiative and that in the absence of local initiative and local interest, development would not be possible. The committee laid down five fundamental principles: 1. There should be three tier structures of local self government bodies from village to the district level and these bodies should be linked together. There should be genuine transfer of power and responsibility to these bodies to enable them to discharge their responsibility.

Learn how and when to remove this template message The Balwant Rai Mehta Committee was a committee originally appointed by the Government of India in January 16, to examine the working of the Community Development Programme ,Oct 2nd and the National Extension Service Oct 2nd and to suggest measures for their better working. The Chairman of this committee was Balwantrai G Mehta. The main aim of Panchayat raj system is to settle the local problems locally and to make the people politically conscious.
Mehta in is attached here. These tiers should be organically linked through a device of indirect elections. The main purpose of this division is to simplify and to decrease the work load of the state and central government[MSD]. The village Panchayat should be constituted with directly elected representatives, whereas the Panchayat Samiti and Zilla Parishad should be constituted with indirectly elected members.
This is because Panchyat is similar to that of state assembly where there is place for politics where as Samiti and Zilla Parishad members should be more educated and knowledgeable and may not need the majority support.
All planning and developmental activities should be entrusted to these bodies. The Panchayat Samiti should be the executive body while the Zilla Parishad should be the advisory, coordinating and supervisory body.
There should be a genuine transfer of power and responsibility to these democratic bodies. Sufficient resources should be transferred to these bodies to enable them to discharge their functions and fulfil their responsibilities.
A system should be evolved to effect further devolution of authority in future. Irrespective of political parties, Elections has to be constituted for every 5 years in a genuine way. These recommendations were accepted by the National Development Council in January
Panchayat Raj Institutions – Balwant Rai Mehta Committee (1957)
Following the recommendations of this committee report the then government of India and the State Governments too took different measures to strengthen the Panchayati-raj system existing at that time. The committee recommended for the three-tire Panchayati Raj system in India. These three-tires are the Gram-Panchayats at the village level or at the bottom, the Panchayat Samiti at the block level or in the middle and the Zilla Parishad at the district level. It was recommended that these three-tires would have to be related with each other. The committee also discussed about the philosophical basis of the Panchayati-Raj-system. Through the Panchayati Raj system acts as a link between the local leadership and the government. The local leadership always enjoys the trust of the local people and it is this local leadership which translates the governmental policies and decisions into action.
